"has to"は、もとはhave toなので、「～しなければならない」ですね。
"it"はこの場合、特定の何かを指してるわけでないので、特に訳す必要なし。
こういう意味のないitはけっこう多いのだ。
「What time is it?」のitとかも意味ないよね。
"What better place than here?"は、be動詞がないけど、
直訳すると、「ここより良い場所はどこですか？」
だけど、ここでは「反語」と考えましょう。
高校古文風に訳せば、「ここより良い場所があるだろうか？いや、ない」ってことだ。
次の"What better time than now?"も同じ。
訳すと、こんな感じ。
「どこかで始めなければならない。
いつかは始めなければならない。
ここより良い場所があるか？
今より良い時があるか？」
かっこいいねぇ。
